This is what I have been running. If you don't mind me hijacking your thread a little, I would really appreciate feedback for this build.
Soul Barbs, Recurring Insecurity, Conjure Phantasm, Accumulated Pain, Parasitic Bond, Necrosis, Signet of Lost Souls, and Sunspear Rebirth Signet.
I start from left to right (Soul Barbs -> Necrosis), and then spam Parasitic Bond and Necrosis for damage, while maintaining conjure. When low on energy I use Signet of Lost Souls.

Single target damage with a long set up time? Not good for PvE.
Your hexes have too long durations for the Soul barbs to be worth while, Recurring Insecurity is a wasted elite and the other skills are... meh. There's a good amount of degen in this build which is crap for PvE.
Good Necro builds other than SS or MM based things? [Spoil Victor] has uses. [Order of Pain] and [Dark Aura] make a good combination for certain team setups.
[Assassin's Promise][You Move like a Dwarf][Finish Him][Ebon Vanguard Assassin Support] along with Discord heroes and/or [Rigor Mortis][Barbs][Mark of Pain] on your bar is devasting to enemy mobs.
With regards to the opening post, unless you're going to be more specific about the build in question, there isn't a lot we can do to help you.

You beat me to it But I'm only 70mins or so too late
[assassins promise] Awesome elite for necro builds.Fast paced with hexes conditions and damage galore.Seriously fun and godly powerfull too.
[word of healing] Heal bars or hybrids also work pretty nice.Granted not as well as a runed primary monk but you swap more healing and prot power for lots of energy
[order of the vampire][order of pain] In certain instances.(Classic TopK B/P was awesome.Still get the odd team running it)
[xinraes weapon][spirit light weapon][spirit light][mend body and soul] N/Rt healers?
Don't forget access to all sorts of awesome skills inc [great dwarf weapon][techobabble][pain inverter].Theres more but you see where I'm going

If you run [Order of the Vampire], then you can't run [Order of Pain] + [Dark Fury] along with another elite. I prefer the latter combo myself, life steal is rarely worthwhile when shadow damage does something similar damage-wise.
I suspect they just put the two skills there as an example of useful necro skills with a similar function - yes putting the word 'or' in between them would prevent confusion, but you'd have to be fairly idiotic to not read the skill descriptions before using them.
The OP is asking for a specific PvP N/Me build they've been seeing, but they've given no details as to what skills are being used by people using this build - we can't really help, so we answered questions posted by somebody else.

True that the OP left out specific details on the build that he is looking for, but that should mean discussing viable N/Me pvp builds instead of viable necro builds under the sun. We can get back on track with the topic.
One common N/Me pvp build would be energy denial with [[wither] and [[malaise] with the mesmer [[mind wrack].

If you are going the Recurring soal barbs it has been nerfed from its orginal glory it will work but it requires heavy energy consumption on a single target. Which can work in RA but not so well when you get more and more targets out there. You start becoming less effective the more targets. For PVE If you are running a mesmer secondary then you have to look at a mesmer hex followed by [cry of pain] it is too powerful to overlook.
